TORONTO - Premier Dalton McGuinty is introducing legislation aimed at reducing child poverty but it will come with no specific targets or goals.

McGuinty says the bill -- coming later today -- won't enshrine into law Ontario's goal to reduce poverty by 25 per cent within five years.

It just asks that all governments have some kind of strategy in place to address poverty.

The government has already said it seeks to lift about 90,000 Ontario children out of poverty by 2014.

McGuinty also warns the so-called 25 in 5 target won't be achieved without federal help and says all three levels of government as well as community groups will have to be involved.

NDP critic Cheri DiNovo says the bill will mean little without targets or a willingness from the government to further raise the minimum wage or build more affordable housing.

There are more than one million poor people in Ontario, including one of every nine children and teenagers.
