The extreme cold weather alert in Toronto has been issued for the fourth straight day, but temperatures are expected to warm in the next few days.
An Arctic air stall is causing the biting temperatures for GTA residents and many communities in southern Ontario.
The forecast in Toronto called for a high of -11C on Tuesday, but the wind chill was expected to make it feel more like -22C.
"I'm very cold, I'm extremely cold," said one young woman who had been waiting at the bus stop for 15 minutes.
"My toes are pretty much frozen," added another commuter.
The cold snap has led some experts to predict a rise in cost of home heating fuel.
The normal high for this time of year is about -2C. Temperatures will move closer to that on Thursday when the mercury is expected to reach -5C.
CTV's Tom Brown said the region will remain cold until a few days after Valentine's Day. By about Feb. 20, temperatures could reach 0C.
While the bone-chilling temperatures usually shut down construction projects, a Habitat for Humanity crew was hard at work on Tuesday.
The home on Kingston Road near Galloway is being built for Rais Ahmed's family of seven, who are counting down the days until they move out of their crowded apartment.
