The province's Special Investigations Unit is probing a Friday-night shooting in the city's west end.
A man in his late teens was sent to St. Michael's hospital suffering from a serious gunshot wound to the back after an altercation with police.
The owner of Paul Gillis' Art Gallery said the shooting happened just outside their door.
"I heard shots outside our door and then poked my head out and saw them running after someone with their guns drawn," Paul Gillis told CTV Toronto.
Police were in the area chasing a drugstore robbery suspect in the Keele Street and St. Clair Avenue area.
Few other details have been released as the SIU continues their investigation.
The SIU is a government agency that investigates police involvement in any incident where a civilian has been seriously injured or killed.
