TORONTO - Ontario's French language services commissioner says some francophones in the province aren't getting the services they're entitled to.

Francois Boileau tabled his first annual report Tuesday and is calling on the province to close the loopholes in the French Language Services Act.
  
He says the government has contracts with third parties to deliver services, but these service providers aren't always required to comply with the act.
  
He says that has to stop because francophones aren't getting the services they need.
  
Boileau also wants the province's French-language service co-ordinators to have a role in helping to develop programs and services for francophones.
  
He says the province also needs a more inclusive definition of Ontario's francophone population that reflects communities with linguistically blended families.
  
The commissioner has received 104 complaints since November of last year.
