TORONTO - New Democrat Leader Howard Hampton says he has a plan to meet Kyoto Protocol targets and cut Ontario's greenhouse gas emissions to six per cent below 1990 levels within four years.

Hampton says a full phase-out of coal plants would be complete by 2014 and that would account for almost half of the province's reductions in greenhouse gas emissions.

More than 600,000 homes and 400,000 apartment buildings would also be retrofitted for energy efficiency, which would add up to 12 per cent of the targeted emission cuts.

Another 12 per cent could be cut by harnessing gas at landfills and 11 per cent would come from updating building codes and commercial and industrial facilities.

The Liberals have said they could completely phase out coal and cut Ontario's emissions to Kyoto levels by 2014.

Hampton's breakdown of how to cut emissions is an update to an NDP bill introduced in April.
