Emergency workers swept down and rescued a child, her mother and the woman's husband after the three got stuck on the side of the Scarborough Bluffs.
The man and a woman could be seen clutching the cliffs over the dinner hour on Friday.
The man appeared to be on his cellphone, while the woman clung to the bluffs at a spot above him.
The area is a popular, but dangerous, spot for hikers.
Emergency officials are regularly called to the area for people who get caught trying to scale the cliffs.
