Charges have been stayed against one of the 18 terror suspects arrested in Toronto last summer during a series of police raids while charges against another two suspects have been reduced.

The decision was made in a Brampton, Ont. courtroom Friday morning.

The stayed charges against the youngest suspect in the group, who cannot be identified, were related to his alleged participation in a terrorist training camp. The charges can be activated within one year but would likely require the introduction of new evidence.

His lawyer said outside court Friday that the teen comes from a good home and was simply unlucky to be caught in the police investigation.

"It was largely bad luck," Michael Block said.

"I think that he had an appetite to discover more about the world's religions and found himself in the wrong place at the wrong time; Maybe the worst of all places at the worst of possible times."

Block added that his client did not "commit any criminal acts" but found himself in the company of people who were attracting attention.

He said it is "not unusual" for people with no involvement to fall under heavy scrutiny in major cases that involve a lot of people.

The teen and his family look forward to resuming normal lives, according to Block. The teen is a high school student who will be returning to classes.

Two other youth suspects had charges withdrawn, leaving them with only one count each. Because none of the cases have made it to trial, evidence presented during the preliminary hearings remains under a publication ban.

They are now facing charges of being members of a terrorist group. Charges of attending a terrorist training camp were dropped.

Reasons for staying and withdrawing the charges were not revealed due to the far-reaching publication ban.

On June 2, 2006, police rounded up 17 suspects in a raid. The 18th person was arrested a couple of months later.

Investigators claimed the accused had the means to make bombs and had allegedly been training at a camp in central Ontario.

Members of the group are facing charges in relation to an alleged plot to attack Parliament Hill in Ottawa, behead Members of Parliament and use truck bombs to blow up government buildings and office towers.
