TORONTO - Toronto's ombudsman says the city needs clear guidelines on how to help residents after an emergency.

It's one of many recommendations Fiona Crean makes in a report on services provided to some 1,700 people displaced in a 2010 highrise fire.

She says "a lack of communication at all levels caused significant confusion in the provision of assistance" after the blaze at 200 Wellesley St. E.

The Ontario Fire Marshal's Office has said a cigarette landing on combustible material hoarded on a balcony sparked the fire on Sept. 24, 2010.

Seventeen people, including five children and three firefighters, were hurt.

Crean says the city has accepted her recommendations.
