LONDON Ont. - A suspect is in custody following a standoff that police allege started when an armoured SUV nearly hit provincial police in London, Ont.

Police say after the vehicle was stopped Wednesday night, the man was acting irrationally and appeared to be under the influence of narcotics.

City police arrived and investigators say the driver refused to roll down his window or respond to requests from officers.

They noted the vehicle had heavily tinted windows and "bullet-proof" armour.

Emergency response officers were also unsuccessful but negotiators eventually persuaded the man to leave the vehicle about 1:45 a.m.

Michel Flor, 25, of London, is charged with failing to submit to a drug evaluation and obstructing police.
