TORONTO - Ontario Finance Minister Charles Sousa says he has a new formula for casino hosting fees, but won't say whether he'll make it public before Toronto city council makes its decision next week.

Sousa says Toronto should decide whether it wants a casino on its merits, regardless of the hosting fees.

But NDP critic Michael Prue says the city can't make an informed decision about hosting a casino if it doesn't have all the facts.

He's accusing Sousa of hiding the new formula and keeping Toronto in the dark.

The Ontario Lottery and Gaming Corporation confirmed last month that it had completed its review of the revenue-sharing formula and handed it to the government.

It went back to the drawing board in March after Premier Kathleen Wynne made it clear she didn't want Toronto to get a special deal.
