Toronto police have released details about a sniper they believe was involved in the murder of a Toronto man in a Scarborough driveway last year.

Clinton Elliot Yow Foo, 37, was found without vital signs in the driveway of a home near Kingston Road, west of Ellesmere Road, on Oct. 1, 2015 shortly after 2 a.m.

Police and paramedics were called to the scene after someone called 911. Officers said Yow Foo suffered a single gunshot wound and was pronounced dead at the scene.

At a press conference Tuesday, Det. Sgt. Tam Bui told reporters that investigators have located a browning BLR short magnum rifle approximately 200 yards away from the driveway where Yow Foo was found dead. The rifle was outfitted with a Bushnell Legend High Definition scope and a Champion 13 by 22 inch bipod.

Bui said police believe that the shooter was skilled and experienced.

“This was a shot that was made at a considerable distance,” he said. “It was made at night, it was windy and Clinton was on the move when he was shot.”

Investigators also believe that the rifle has a connection to Montreal, but Bui did not elaborate.

“It’s not unusual that a high-powered rifle has been used in homicides, but the circumstances leading up to this are a little unusual,” said Bui.

Bui said that police are trying to locate a person, described as an “eye-witness,” who was on the phone with Yow Foo when he was shot.

That person is believed to have been speaking with the victim from outside the country.

Bui also said that police are trying to better understand where Yow Foo had travelled in the months leading up to his death.

Yow Foo had allegedly told his family that he was out of the country around the time he was killed, but police said that wasn’t the case.

“Based on information we believe it is possible that Clinton was in St. John’s, Newfoundland in July 2015 and the months leading up to that,” Bui said. “We are looking to identify the person or people that Clinton was with in St. John’s if he was in fact there.”

In 2009, Yow Foo was arrested as part of a large drug and stolen goods bust where more than $3-million worth of contraband was seized. Yow Foo was convicted of several gun and drug offences, and was sentenced to 12 years in prison. He later appealed his convictions and won.

Yow Foo was released from prison just two years before his murder.

Though police have not released information on a potential motive for the murder, Bui did say that evidence found at the scene has tied Yow Foo to continued criminal activity.
