Toronto police said Saturday that they cracked another cold case when they arrested a man in connection with the 1993 death of a Toronto toddler.

Police said the Homicide unit's Cold Case squad arrested Germaine Sean Lindo, 38, outside a residence in Norwich, Conn earlier this week.

He was wanted on a Canada-wide warrant for manslaughter in the November, 1993 death of 20-month-old Candace DaSilva.

On Oct. 29, 1993, the toddler was brought into the Emergency Room of Scarborough General Hospital by her mother, Rose Mary DaSilva and step-father Lindo suffering from scalding to her lower body. She was transferred to the Intensive Care Unit at the Hospital for Sick Children.

Candace was pronounced dead on Nov. 26, 1993 and it was determined that the child died from multiple organ failure and sepsis related to scalding burns.

An investigation by the Catholic Children's Aid Society, the Suspected Child Abuse and Neglect team from the Hospital for Sick Children and the Homicide Squad, found that the child's injuries resulted from forced immersion in scalding water.

DaSilva was arrested and charged with manslaughter in the death of her child on Oct. 24, 1994 and an arrest warrant was issued for Lindo on the same charge.

Lindo remained on the lam until earlier this week when he was confronted by officers outside a home in Norwich, Conn. Although he provided a false name, a fingerprint check with the Federal Bureau of Investigation matched the outstanding Canadian warrant.

Lindo is currently being held in Connecticut, but Canadian Justice officials are expected to apply for his extradition on Monday.

This is the second cold case arrest in less than a week for the Toronto Police force.

Investigators said Friday that they arrested Ernest William Westergard. He was wanted in the 30-year-old murder of Donna Proian, a University of Toronto secretary who was stabbed and strangled in her downtown apartment in 1981.
