Toronto's integrity commissioner is recommending that Coun. Rob Ford be docked three days' pay after breaking rules with an ad in his newsletters.

The recommendation was part of a report published by Integrity Commissioner Valerie Jepson on Friday. 

Jepson began her investigation in April 2015 after a member of the public filed a complaint alleging that the councillor published an ad for an election-related fundraiser in an electronic newsletter.

The ad was for a fundraiser to help cover campaign debts incurred by Ford's brother Doug during his unsuccessful election campaign in 2014.

The complaint alleged that the newsletter was published by city staff using city resources, and thus violated Toronto's code of conduct. Jepson also considered whether Ford had followed the city's budget disclosure policies.

Ford has argued that his aide created the newsletter on his own time, and was paid out of Ford's own pocket.

In the report, Jepson called for "firm sanction" against the former Toronto mayor if he refuses to disclose how much of his own money he spent on the newsletter.

The commissioner recommended that Ford be docked three days' pay, or $900, if he doesn't disclose the amount.

Jepson's recommendations will be considered by city council next week.
