Coun. Rob Ford will formally apologize at a city council meeting for racial slurs uttered when he was mayor of Toronto.

A report from the City of Toronto Integrity Commissioner Valerie Jepson recommended that the council find Ford's comments a breach of the City of Toronto Code of Conduct.

Jepson's report stemmed from a citizen complaint filed in July, 2014, saying that the former mayor breached the code by using racial slurs.

The citizen complained that Ford called a taxi driver by a racial slur and "made mocking fake language sounds," on March 17, 2012, according to Jepson's background file.

Ford also made statements that included "offensive racially abusive words" on March 5, 2014, Jepson wrote.

"It was harmful, contrary to the Code of Conduct and unbecoming of his office," Jepson wrote.

The report, posted on the city council agenda, says Ford admitted and took responsibility for his conduct.

"I have concluded that the conduct was contrary to the Code of Conduct. Councillor Ford agrees and plans to specifically address the issue before Council," Jepson wrote.

"In light of his planned apology, no further remedial action is necessary."

Ford is expected to apologize at a city council meeting scheduled for Tuesday, March 31.
