Officials are recommending increased security measures after an inspection uncovered an issue with a fence around a Pan Am Games venue.

Inspectors say a section of the fence surrounding Exhibition Place, located in the area of Lake Shore Boulevard and Strachan Avenue, was not properly secured.

"During a routine inspection of the fence around Pan Am Park, the Integrated Security Unit determined that additional security measures were required," Pan Am spokesperson Neala Barton said in an email.

Game officials and police said the fence was breached, likely by pedestrians looking for a shortcut.

"We believe there was no criminal intent here," Det.-Sgt. Devin Kealey told reporters. "Our investigation leads us to believe it was mostly people trying to find a quicker way to get through the park, access to transit, etc."

Barton told CTV Toronto that the problem has since been fixed and officials conducted a second security sweep as a precaution.

"At this point, we have no reason to believe there is a security threat," Barton said.

Pan Am Park, located on the Exhibition grounds, is home to five Pan Am Games venues: Ontario Place West Channel, Exhibition Centre, Exhibition Stadium, the Chevrolet Beach Volleyball Centre and the Toronto Coliseum.

The area will play host to gymnastics, volleyball, rugby, swimming, running, racewalking, cycling, waterskiing and other events.

According to officials, the fence line will likely be checked on an hourly basis during the Games.

"You can't protect anybody 100 per cent so we have to build a security plan that encompasses all aspects," said security expert Chris Menary.

The Games officially begin on Friday.
