The city has ordered for a Little Italy bar to remain closed until May after several charges related to a sexual assault investigation were laid against its owner and an employee.

A report to the Toronto Licensing Tribunal outlined interim conditions to be placed on the license for College Street Bar, located at 574 College Street West.

The bar must remain closed to all members of the public until May 12, including being closed to any courses or training offered to the public.

As well, the two accused are not permitted to enter or be adjacent to the bar during the closure period.

The bar also must post a sign to the public on their front door indicating that the bar is closed.

In a statement to CP24, Executive Director of Municipal Licensing and Standards Tracy Cook said the city will continue to monitor the location during this time period

“If during the voluntary closure period, the bar is found to be open to the public, an interim suspension of the license would immediately come in to force and be of full effect,” the statement said.

On the night of Dec. 14, a woman attended the bar and was allegedly given drugs and alcohol. Police allege that the woman was then sexually assault and forcibly confined.

One of the bar’s owners, Gavin MacMillian, and an employee, Enzo De Jesus Carrasco, have been named as suspects and are facing a total of 16 charges.

The Toronto-based Sexual Assault Action Coalition and other members of the public have protested outside of the bar for their liquor and business license to be revoked.

In addition, the local councillor Mike Layton has been working with the coalition to take action against the bar.

Layton met with the coalition in late January to discuss the steps that the city could take to help.

The suspects were initially charged in connection with the allegations in December, but were handed additional charges last week after police said “more information came to light.”

The Toronto Police Sex Crimes Unit was then asked to take over the case.

MacMillian, then 41, has been charged with four counts of gang sexual assault, forcible confinement, trafficking and failing to comply with recognizance.

Carrasco, 31, has been charged with four counts of gang sexual assault, forcible confinement, trafficking and three counts of sexual assault.
