Outgoing Brampton Mayor Susan Fennell will be docked 90 days of pay for violating the city's code of conduct, and will be required to pay back $144,150 for an on-call limousine service related to the expense scandal that mired her final year in office.

In a special meeting Wednesday, council voted 7-3 in favour of the sanctions. It follows a forensic audit in August by Deloitte Canada which found that Fennell and her staff broke city spending rules 266 times over seven years.

The city's integrity commissioner Robert Swayze reviewed those findings and also ruled that Fennell broke the code of conduct.

The expenses -- which included business-class flights and premium hotel rooms -- added up to more than $100,000, although approximately $41,000 was repaid. An arbitrator later ruled that Fennell must only pay back $3,523.

The audit also found that Fennell's use of a driver might have also broken spending rules. Council has ordered her to pay back $144,150 for that limo service. That money will be taken out of her severance payment.

If Fennell can show receipts that the service was used for city business, however, she will get that money back.

Fennell did not attend Wednesday's meeting due to two herniated disks that require urgent spinal surgery.
